In the vibrant city of Rio de Janeiro, low-level bureaucrat Sam Lowry escapes the monotony of his day-to-day life through a recurring daydream of himself as a virtuous hero saving a beautiful damsel. However, when he's forced to take a break from his mundane job to care for a group of rambunctious kids, he finds himself in a series of absurd misadventures. The kids, Brad and Sara Anderson, are the children of a wealthy family, and their babysitter, Chris, is a straight-laced and uptight individual who's not exactly equipped to handle their energetic antics. As Chris tries to navigate the challenges of babysitting, she's aided by her friend Brenda, a free-spirited artist, and Daryl, Brad's eccentric friend. Together, they must contend with a series of wacky misadventures, including a wild goose chase through the city, a run-in with a group of car thieves, and a impromptu jam session with a blues band. As Sam's daydreams and reality collide, he finds himself caught up in the chaos, leading to a series of hilarious and unexpected twists and turns.

Investigating a case that led to the wrongful arrest and eventual death of an innocent man instead of wanted terrorist Harry Tuttle, he meets the woman from his daydream, and in trying to help her gets caught in a web of mistaken identities, mindless bureaucracy and lies.
