In the sun-drenched streets of All Valley, Daniel LaRusso, a bullied teenager, finds himself entangled in a web of bureaucratic red tape while training in the ancient art of karate with Mr. Miyagi. As he navigates the complexities of karate forms and wax-on wax-off, Daniel's daydreams of rescuing a beautiful woman from the clutches of evil are disrupted by a chance encounter with Alex, the damsel in distress from his fantasies. Unbeknownst to Daniel, Alex is actually a low-level bureaucrat named Samantha Lowry, who has been wrongly accused of being Harry Tuttle, a notorious terrorist. As Daniel and Samantha team up to clear her name, they must use their wits and karate skills to outsmart the bumbling authorities and uncover the truth behind Tuttle's supposed crimes. Along the way, they find themselves in a series of hilarious misadventures, from karate-chopping through office cubicles to dodging paperwork and petty corruption. Can Daniel and Samantha save the day and find love in the process, or will the forces of bureaucracy prove too powerful to overcome?

Investigating a case that led to the wrongful arrest and eventual death of an innocent man instead of wanted terrorist Harry Tuttle, he meets the woman from his daydream, and in trying to help her gets caught in a web of mistaken identities, mindless bureaucracy and lies.
