In a post-apocalyptic Neo-Tokyo, a group of psychics, led by a young woman with telekinetic abilities, must stop a psychopathic biker gang member, who was once a member of the notorious Akira gang, from wreaking havoc on the city after being exposed to a mysterious government experiment that merged his biker gang's DNA with the psychic powers of a secret military project. Meanwhile, a charismatic and cunning truck driver, Bo "Bandit" Darville, has just received a lucrative offer to transport a shipment of rare, high-octane "Neon Fuel" from Texas to Atlanta, but he's not the only one after it - a rival trucker, Cledus "Snowman" Snow, is hot on his tail. As Bandit navigates the treacherous roads, he picks up a beautiful bride-to-be, Carrie, who's fleeing her own demons, and together they find themselves caught up in a battle between the psychopathic biker gang and the psychics, all while trying to outrun Cledus and his crew in a high-stakes game of cat and mouse, with the fate of Neo-Tokyo hanging in the balance.
